The pace bowler has secured 309 Test scalps in 71 appearances with an impressive average.
The Australian selection chief Bailey has declared that skipper Cummins will play a "major part" in this winter's historic rivalry.
Speculation had been growing that the veteran bowler might miss the series due to a persistent back stress problem that remained unresolved.
Initial reports from team management suggested no final decision had been made regarding his involvement, with the extended contest kicking off on 21 November in Perth.
Bailey expressed that his recovery is on track and felt positive about the likelihood of participating.
"We know that the clock is ticking and various factors around that, not just the physical problem, but other factors as well," the selector added.
"We're encouraged. We firmly believe that he will feature a key capacity. Ideally starting in Perth. Should that not happen, then we'll pick it up."
Previous Setbacks
He was sidelined the ODI and T20 games against India and New Zealand in the previous weeks after scans revealed a stress reaction in his back.
He has a history of back injuries, with setbacks in multiple past seasons leading to absences from several home seasons in four years.
Cummins stated he would be bold in recovery efforts in his comeback strategy to secure his spot for the series.
The selector indicated that it was unclear if the captain had resumed bowling as part of his rehabilitation but conceded it was "getting tight" for him to recover fully for the first Test.
Alternative Arrangements
Should Cummins not be fit, former captain Steve Smith will take over the captaincy.
Versatile player Green was excluded lately from the ODI lineup for their ODI contests against the Asian giants as a safety move because of discomfort in his torso.
The selector characterized it as a "slight concern and confirmed that he's scheduled to appear in the Sheffield Shield, so will be "ideally positioned to resume bowling."
"We put so much time has gone into building out the plan for him to be available for the initial game as an dual-role player," the selector detailed.
"Originally, he'd only feature in the first two ODIs anyway. His aggressive style the cricket bat in white-ball cricket, if it causes any delay for a short period, we opted to take a cautious route."
